Job Description

The Position:

Under the supervision of the International Operations Manager, the ICT Associate is responsible for overseeing: implementation of ICT policies and standards established by the HQ; provision of ICT and administrative support services to UNFPA Ghana; and provision of daily technical support to users of information management tools and technology infrastructure.

Job Purpose:

Working within a dynamic and digitally-evolving country context, the ICT Associate will lead the ICT Unit to ensure the seamless integration, reliability, and security of UNFPA’s technological infrastructure. The incumbent acts as the strategic focal point for all digital operations, overseeing the delivery of robust ICT services in the Country Office.

The ICT Associate works in a proactive, service-oriented manner to enhance the Country Office’s operational efficiency. By leading the ICT Unit. The incumbent ensures that all staff across the country office have the digital capacity and tools required to achieve results.

You would be responsible for:

Oversee implementation of ICT management systems and strategies, focusing on achievement of the following results:

• Compliance with corporate information management and technology standards, guidelines and procedures for the CCO technology environment;

Provide support to the use of Atlas (UNFPA’s implementation of Enterprise Resource Planning) functionality for improved business results and improved client services;

Advise on the CO administrative business processes mapping and implementation of the internal standard operating procedures;

Preparation of a results-oriented work plan.

Ensure effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:

• Oversees performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs;

Manages installation of commercial and in-house developed software and related upgrades;

Ensures the upgrading of patch and anti-virus programmes on a timely basis;

Ensures monitoring of file server traffic, usage and performance on a frequent and regular basis;

Supervises provision of support to users in backing up and restoring their files, as well as in virus detection, removal and prevention;

Manages outsourcing, undertakes preliminary negotiations on IT-related contracts, monitors vendor performance, recommends necessary action to management on satisfactory completion of work and deliverables.

Ensures ICT security in the office:

• Ensures that desktop, laptop and server passwords and related policies are in line with established corporate standards;

Normal users do not have administrative rights to their PCs and portable computers;

Unauthorized software is not loaded onto computers.

Qualifications and Experience:

Education:

Bachelor’s degree in information technology, Computer Science or related field.

Knowledge and Experience:

• Three years of progressively responsible professional experience in ICT in a public or private sector organization

• Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP;

• Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported

Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems.

Languages:

Fluency in oral and written English.

A second UN language is an asset

Computer Skills:

• Proficiency in current office software applications.

• Proficiency in Quantum, PeopleSoft, and other computerized applications used by the UN is an asset.

Demonstrates flexibility in meeting client needs and establishes feedback mechanisms on service provision. Creates an enabling environment for a smooth relationship between client and service provider.
