Job Description

USP seeks a long-term PPH Country Consultant to lead the implementation and provide oversight for country-level maternal health medicines activities under the MedSuRe project.
The PPH Country Consultant will serve as the primary link between USP headquarters and country-level stakeholders.

Location of Assignment:

This assignment will require in-country technical assistance in Tanzania

Period of Performance:

This consultancy has an anticipated period of performance from June 1, 2026 – January 31, 2029

Roles and Responsibilities

The consultant will be responsible for carrying out the following tasks:

- In collaboration with Regional Technical Managers and headquarters (HQ) staff, lead the design, planning, and implementation of country-level PPH activities to ensure alignment with MedSuRe technical approaches and cross-country harmonization.

- Develop and monitor annual implementation plans and internal progress tracking tools to ensure timely delivery of PPH activities.

- Serve as MedSuRe’s in-country focal point for PPH activities, leading day-to-day engagement and coordination with national stakeholders (e.g., Ministries of Health, procurement agencies) and key maternal health and supply chain partners.

- With support from the Regional Technical Manager, lead or facilitate national-level meetings, technical workshops/trainings, and stakeholder consultations.

- Develop, adapt, and revise technical documents, guidance materials, surveys, and other work products to support PPH implementation and monitoring, ensuring alignment with MedSuRe technical standards.

- Prepare timely country-level progress updates, contribute to donor reporting requirements (e.g., annual reports), and document lessons learned to inform PPH commodity access and supply chain strengthening efforts.

- Anticipate, identify, and facilitate resolution of operational and technical risks affecting PPH activity implementation; escalate significant risks to Regional Technical Managers and HQ, and support development and implementation of mitigation strategies.

- Engages in other project activities as requested.

Qualifications

- Bachelor’s degree in pharmaceutical sciences, pharmacy, public health, or a related field

- Minimum of eight (8) years of experience in global public health, including substantive experience in procurement and supply chain management of maternal health commodities (e.g., PPH-related products).

- Minimum of five (5) years of experience supporting donor-funded health programs in Tanzania; exposure to multi-country or regional initiatives is an asset.

- Ability to work independently, manage multiple workstreams, and meet project timelines and deliverable requirements.

- Experience engaging diverse stakeholders, including national procurement agencies, regulatory authorities, civil society, and public health supply chain actors, and facilitating alignment around maternal health and supply chain priorities.

- Demonstrated skills in group facilitation, training delivery, and partner coordination.

- Strong oral and written communication skills in English (required), with the ability to tailor messaging to diverse audiences.

Preferred Qualifications

- Experience contributing to national guidelines, policy development, or technical working groups related to maternal health or pharmaceutical systems strengthening.

- Prior experience working in complex environments, with geographically dispersed teams across time zones.
